WSA to pay
$4,000 fine

County Water and Sewer Authority members agreed Friday to sign a Consent Special Order with the State Water Control Board and pay a $4,000 fine for violations at the Sperryville sewer treatment plant.
The consent order lists seven notices of violation of the facility’s permit for the period between August 1991 and July 1992.
The first is for late submission of the discharge monitoring reports for August and November 1991. Other violations were exceeding the chlorine limits in January through April, 1992, and for late or incorrect reports. Two of the violations state there were “discharges of sewage sludge” into the Thornton River in May and June this year. The notices also report violations of the “suspended solids effluent limitations” and “improper operation and maintenance of the facility. ”
The Consent Special Order requires the WSA to meet a variety of conditions. During the period since members met with representatives 6f the SWCB in August, versions of this consent order have been sent back and forth from Richmond by Fax line. Some of the earlier conditions have been met and were dropped from the consent order. Others have been added.
The WSA must have the old pH meter and disolved solids meter repaired so they can be used if necessary to replace their replacements. The WSA must order an “automatic temperature compensation probe for use with the Facility’s Corning pH meter on or before Sept. 25...with delivery of said probe specified to be on or before Oct. 2,1992.” • Other requirements are to “complete a spare parts inventory” and send it to the northern regional office by Oct. 15, “continue to investiSee
