Dr. Krebser suggested the county also require bonding to guarantee that erosion laws are met. Ms. Pierce said she was concerned that problems often show up after a house is finished. “Sometimes it takes several gully washers,” she said.

Dr. Krebser said the county should also consider allowing different septic treatment in conservation zones, since drainfields require so much land to be disturbed. Mr. McCarthy noted that any sewage treatment other than a conventional septic tank and drainfield requires a special permit.

Dr. Krebser also suggested laws requiring replanting after a mountaintop site has been cleared of trees. Mr. McCarthy said he would look into whether or not that could r be required.
