RICHMOND — With Sen. Kevin Miller. R-26tb District, serving as chairman, the Senate Privileges and Elections Committee Tuesday voted to send Del. Jay Katzen’s bill to continue paper ballot voting in Rappahannock County to the full Senate.
Del. Katzen, R-31st District, testified before the committee pointing out that Rappahannock County meets the four criteria in the bill. Indeed he had the bill drafted specifically so only Rappahannock County would qualify.
Sen. Madison E. Marye, DMontgomery, was the lone committee member voting against the bill. Sen. Marye said he was following his steadfast rule “to vote ‘no’ on one bill a day.”
A bill to outlaw killing fetuses, except during lawful abortions, sponsored by Sen. Mark L. Earley, RChesapeake, passed on the Senate floor by a 31 to 9 voteMn an interview Sen. Miller said he supported the bill, which states that the premeditated murder of a fetus is a separate offense and that the individual killing a fetus will be charged with firstdegree murder.
