Sen. John S. Edwards, D Roanoke, said even though it wa suggested that the bill ought to appl; to 17-year-olds that it not they wa; this bill is written.
“This bill takes a drag-ii approach,” he said. “It applies to 17 y’ear-olds and drags in 11-and 12 year-olds.”
Despite the vociferous com plaints, the bill passed without mucl opposition.
It now is in the hands of th House of Delegates.
