Because of the 20-20 split in'the Senate — and co-chairmen designing the budget writing committee — the governor maintained slightly more influence in the Senate’s budget than he did in the document produced by the mostly Democratic House panel.
The House version calls for all $175 million from the assumed Trigon Blue Cross Blue Shield settlement to be allocated by the legislature.
Gov. Allen originally proposed spending $95 million of the money and putting another $64 million into a foundation dedicated to research in higher education.
The Senate suggested a scaleddown version of the foundation from the settlement proposed by the state’s largest health-care provider and recommended spending only $54 million of the money. The settlement still needs the approval of the State Corporation Commission.
That version reflected Sen. John H. Chichester’s, R-Fredericksburg, reluctance to allocate uncertain funds, a theme Democrats touted when Gov, Allen released his budget two months ago. • “Much of what we have done in this budget is predicated on one-time revenues, said Sen. Chichester, the cochairman of the Senate Finance Committee. “We all know that we have left second-year holes that we will have to address next session, and our debt capacity is very limited for the near term. All of this troubles me.’’
