Sen. Miller said he reluctantly voted for the bill because “motorvoter” is the law in federal elections, and failure to change state law would require registrars to keep two lists of voters — one for federal elections, another for state and local elections.
“That’s just impractical,” Sen. Miller said, adding that he agrees with Gov. Allen that voter fraud would be minimized with an ID requirement for first-time voters reg: istering by mail.
The Senate eased restrictions for Virginians wishing to carry a gun by voting 23-17 to approve legislation giving circuit court clerks and their deputies the authority to issue concealed weapons permits instead of requiring a judge’s approval.
Sen. Miller had introduced several measures to try to curb what he sees as Medicaid fraud. They died with a 9-4 vote. They were targeted at those people who transfer their assets to a family member to qualify for Medicaid-funded nursing home benefits. Sen. Miller said some of the family members receiving the assets never help with nurs\ ing home care, and that places an extra burden on the state and state
