I By Galen C. McBride f Rappahannock News Staff Writer I On Monday, Aug. 25, at 7:30 p.m., a joint session of the Town Council and the Tbwn Planning Commission will be held in the town hall on Gay Street to discuss a draft proposal submitted by professional town planner Milton Herd.
Mr. Herd’s report, which is available from Kay Kohler at the town hall, outlines what he thinks are the steps required to develop a new Comprehensive Plan for the town. The current plan is due to be revised or replaced next year.
Councilman Ray Gooch, chairman of the Town’s | Future Committee, thinks that one of the most I important aspects of the draft proposed is the 12-15 | person citizens’ Steering Committee that will work ; with Mr. Herd.
Made up of selected members of the Tbwn Council, the Planning Commission, and the Architectural Review Board, with four to six volunteer citizens, the Steering Committee’s goal will be to produce an approved Comprehensive Plan that will address the town’s needs for the next 10-20 years.
The proposal contains a scope of services that can be used to assist the town in its goal-setting and planning efforts, which Mr. Herd calls “visioning.”
Mr. Herd recommends that the entire planning process be open, both in fact and in perception. Mr. Gooch emphasized that “public involvement is critical to the success of this plan.”
Each of the items in the proposal is individually costed so the scope of the plan can be refined to meet the town’s expectations and budget. Certain items have already been identified for modification.
The project is expected to begin this October, with completion by May 1998. Under consideration is a possible extension of that date to Sept. 30,1998, to allow participation by the next Tbwn Council.
The council is actively soliciting volunteers to serve on the Steering Committee. Membership is not restricted to inhabitants of the town. Anyone from the county who has a genuine interest in the future of the community, particularly if they work ' or own businesses in town, would be very welcome.
Once the Steering Committee has been formed, it will replace the Town’s Future Committee. Two or three members of that committee will join the Steering Committee to provide continuity in the process. Citizens who are interested in volunteering for the Steering Committee should contact Kaye Kohler at the town hall, 675-3128, before the meeting.
