any final decisions regarding the water supply.

New business before the council included consideration of John Norman’s request for a backhoe tractor attachment to be purchased for use in leak repairs. Considerable opposition to the $5,000 price tag led the council to table the request in order to explore the issue further. For the most part, leaks are now being hand-dug and repaired by trustees from the county jail under Mr. Norman’s supervision.

Town Attorney Frank Reynolds reported that the Architectural Review Board approved three applications, two concerning replacements of sheds and one to amend a certificate to permit installation of a porch, last month.

Councilman Charlie Tompkins, chairman of the Wastewater Study Committee, spoke briefly regarding a proposed public seminar on alternative water treatments. Also on the committee’s agenda is a sanitary survey to be conducted by the Southeast Rural Community Assistance Project. Both items remain in the planning stage.

Members of the Town’s Future Committee are still excited about the success of the July town meeting conducted by Town Planner Milton Herd. Herd Planning and Design submitted a written summary of the survey taken at that meeting and a detailed draft proposal outlining tasks leading to a totally new Comprehensive Plan. Key points include establishing a steering committee which would replace the Town’s Future Committee.

Committee Chairman Ray Gooch enthusiastically supports the concept of getting wider representation from the community. “This would be a fresh start. For the first time, we will have a professional Comprehensive Plan,” he said.

The proposal is fully itemized and can be readily tailored to the town’s specific needs and budget. The time schedule is based on the committee’s desire to have something resolved by the end of this council’s term though the dates will probably be extended to the end of September 1998 so that next year’s newly elected
