The September meeting of tH£ Planning Commission had the aspedC' of a command post as a capacity crowd prepared to do battle against; Sprint/PCS’ cell tower applications Though the agenda called only for discussion of the procedural elements of the application review process^, attendees used the public comments' portion of the meeting to reveal opinion and some of the strategy to be employed to ensure that any tower emplacement in Rappahannock County would first satisfy Rappahannock concerns and ordinances.

It was apparent from the comments made by Rappahannock citizens that much time and effort had already been applied to a review of the Sprint/PCS application, and to the broader technical and legal issues surrounding the Federal Telecommunications Act of 1996 and its impact upon local jurisdictions and citizens.
