The application review clock however, does not start until an application has been accepted as complete, and the Sprint/PCS application was returned by Mr. McCarthy on Sept. 15 because it was not. The ordinance specifies a height limit of 199 feet, and Mr. McCarthy points out that the Woodville and Huntly towers are described as being 199 feet in the engineering drawings and 2Q5 feet in a table, and in an enclosure the Huntly tower is shown as 260 feet.
