This is to prevent properties which adjoin the primary service area or sit on the line from claiming that their proximity to the water system entitles them to service no matter the priority level of their property in the Comprehensive Plan. This is one of several strategies built into the plan to avoid legal challenges once it is approved. If aspiring builders can successfully challenge in court parts of what will become the Tbwn’s Comprehensive Plan, then it will become more difficult for the town to control its growth.

The final location of the pipes is still in doubt, however, because it was pointed out by the council that the new proposed locations for the pipes do not match up with the design for the new water system created by engineer Herb White. Herd assured the council that the issue will be addressed at the next joint meeting.
