In 1970 - incensed over the ' threat from a proposed Potomac Edison (now Allegheny Power) ‘ transmission line along the eastern front of the Blue Ridge, ' he called a meeting of Rappahannock comity residents to discuss what could be done.
“More than 65 people showed up” he recalled. “That day, in that very room, we farmed the Rappahannock League for Environmental Protection.” For the first 17 years of its existence, Irwin served as RLEP president, ^nd he continues as a member of its board of directors.

And so, Irwin was pleased to have a chance to voice his support for the proposed Virginia hireling and wildlife trail at public meetings in Front Royal. According to VGIF biologist Lou Veraor — who also got his first birding trail experience in Ifexas — support from landowners like Phil was essential to the ultimate decision to launch the trail.
