Culpeper Police Department said that several town employees were also interviewed. However, he declined to specify if they were former employees of Hart. State officials were likewise silent.
“I can only give you the same as everyone else,” said Lt. Dave Russillo of the State Police. “And that’s no comment.”
Hart was first elected sheriff in 1999. He was re-elected in 2003, when he captured 80 percent of the total 8,093 votes over Pinksaw.
About 14 employees left the Sheriff’s Office in 2004, shortly after Hart’s re-election. Several took jobs at the Culpeper Police Department, often for pay cuts of more than $4,000.
Changes noted
Former deputies - many of whom actively campaigned for Hart in 2003 - said the atmosphere changed after Hart’s victory.
“He just started acting very different,” said former investi. gator Justin Brown. “I can’t explain it. Ib people that closely supported him, he ruled different. He changed his philosophy with sharing information with his investigators. He just became a different person.
“He made a lot of good decisions (in his first term),” Brown continued.
“He made a great choice with (Scott) Jenkins in charge of investigations, and Johnny (Jenkins) was put in charge of jail. He made lot of good choices with personnel. I don’t know
