On or before June 27, 1984, persons desiring to participate as protestants, as defined in Rule 4:6 of the Commission's Rules of Practice and Procedure (hereinafter "SCC Rules"), to present evidence and cross-examine witnesses, shall file an original and fifteen (15) copies of a Notice of Protest, as described in SCC Rule 5:16(a) with the Clerk of the Commission and serve a copy upon Vepco. Service upon Vepco shall be directed to Evans B. Brasfield, Esguire, Hunton and Williams, P. O. Box 1535, Richmond, Virginia 23212. A copy of the Notice of Protest should also be served upon the Division of Consumer Counsel, Office of Attorney General, 101 North 8th Street, 5th Floor, Richmond, Virginia 23219.

On or before July 12, 1984, each protestant shall file an original and fifteen (15) coDies each of a protest (SCC Rule 5:16(b) and of the prepared testimony and exhibits protestant intends to present at the public hearing, and serve a copy upon Vepco and each protestant.
