After advertising the proposed tax rate for fiscal year 1987-88 at 69 cents, the Board of Supervisors managed Monday to shave off “perhaps one cent,” in the words of accountant Wally Cox. But, he warned, to decrease the tax rate by that one cent would leave the county with no cushion against unexpected expenses.
The budget advertised for Monday’s public hearing was $6,031,825 - up nearly $1 million from the $5,118,107 projected for the county’s expenditures during the current fiscal year.
In sharp contrast to the mood at the board’s work session several weeks ago, for more than three hours the supervisors pored over the budget, line item by line item, as representatives of a number of county agencies explained the necessity for increases, or asked that items already deleted be restored.
Sylvia Kreitler, representing the Rappahannock County Department of Social Services, defended her request for another case worker to be added to her staff. “Our department touches at least one-third of the population of Rappahannock County each year,” she told the supervisors. The staff has been working 10-12 hours per day, plus weekends, she continued. “That’s a bit mueh . . . when an office has that much overtime, something is being done inappropriately.”
