The Commission recommended that the Department of Education establish an electronic communications network with the school divisions and develop a standardized data base for financial information and teacher and student records.
The business of putting technology to work seriously to benefit students, teachers and schools will mean an investment in equipment by local school divisions. The Commission felt the state should support educational equipment purchases in the same way that it supports school building projects: though low-interest loans.
Accordingly, the Commission recommended that the Virginia Public School Authority develop a loan program to provide funds to school divisions for computers, video equipment, satellite transmission receivers, video disks and other technological equipment as needed.
None of these ideas will become reality easily or cheaply.
Establishing strong leadership
