Residents of the area have long been concerned about the narrow bridge and the blind intersection at Route 604. Several accidents have occurred in the area because of the roads, they maintain, and near misses are a fairly routine occurrence. School buses from both Culpeper and Rappahannock counties use the bridge twice a day.
Responding to these concerns the Virginia Department of Transportation made plans to replace the bridge. The plan was to build a new bridge to the south and downstream from the present crossing.
Faced with the prospect that some of their land would be condemned for this roadway and bridge, landowners Mark and Sherry Pace applied to the Virginia Department of Historic Resources to have
