procedural error by the General Assembly caused around 100 appointments made by Gov. Baliles not to be confirmed by a deadline and that instead of doing the gracious thing and taking steps to start the clock again, Gov. Wilder scuttled most of the appointments.
It certainly wasn’t a very gracious gesture to the man who came before him, but insiders realize that Baliles and Wilder were never crazy about each other. Just because people call themselves Democrats or Republicans doesn’t mean they get along with or even like everybody within their own party.
The bottom line is that Gov. Wilder is for the most part rewarding those he thinks did the most to help him get elected governor. There are a few notable exceptions such as the appointment of Edward Grimsley, editorial page editor of The Richmond Times-Dispatch to the College of William and Mary Board.
That raised a few eyebrows since Mr. Grimsley vigorously supported Republican Marshall Coleman last fall, but taken as a whole Gov. Wilder’s patronage has been directed toward his backers, something that certainly should not be entirely unexpected.
