The House of Delegates passed a bill Feb. 11 that will, permit off-track betting on horse races.
The bill allows the licensing of up to six off-track betting establishments in the state and is promoted as a tool to attract race track developers to Virginia.
Off-track betting places carry televised races and take bets on each race. Parts of the proceeds from the betting go to the track, the state and the horse breeders fund.
By a narrow 53-41 margin, the House agreed to the measure in a preliminary vote Feb. 10. It took two votes to pass the bill Feb. 11. On the first vote (50-48), the bill failed because it did not recieve more than 50 votes. The second vote, less than 10 minutes later, gave the bill a margin of 55-42 for a more comfortable victory.
