Del. Guest and the bill’s sponsor, Del. Lewis Parker, D-South Hill, said the measure would attract a large race track to Virginia.
Del. Parker read from a letter sent by the owners of Churchill Downs track in Kentucky that supported the measure and noted that the firm may be interested in building a track here.
