The Rappahannock-Rapidan Planning District Commission (PD9), which covers five counties including Rappahannock, has received some of the lowest marks of any commission in Virginia in a recently released state survey.
The Joint Legislative Audit and Review Commission, which performs a role similar to the federal Congressional Budget Office, evaluated all 21 PDCs and called into question both the efficiency and usefulness of PD9. According to the draft survey, PD9 ranks third worst in local funding support, and last in federal funding. It has the highest dependence on state funds and the smallest staff of any PDC. Out of 14 possible performance concerns, the survey raised nine for PD9, two more than for any other PDC.
