FD9, with only three paid employees, has the smallest staff of any PDC. The staff does not correlate to the population it serves; if it did correlate to population, as a rural PDC, it would have nine to 10 full time employees, according to the survey.
“The small staff size appears to have an effect on the services it can provide. The level of services provided by the PDC was called into question by a number of its member localities...To be a viable organization (PD9) needs to develop staffing capabilities that will allow it to provide a level of services which is consistent with both the needs of its member localities and those of the region,” the survey said.
PDCs were created 26 years ago to address issues that crossed county lines and affected entire regions, like transportation or water and air pollution. As levels of federal funding have decreased, PDCs have increasingly been called upon to provide services of strictly a local nature.
Fauquier County is now using PD9 to prepare grant applications for sewers to serve three small areas of the county. That county considered leaving PD9 to join PD8, which serves the Northern Virginia suburban counties, but abandoned the effort after meeting stiff resistance from Prince William County. Fauquier has still contracted with PD8 staff help with the Vint Hill reuse task force.
