Agency, the U.S. Army Corps of Engineers and the U.S. Fish and Wildlife Service signed a memorandum of agreement delineating which agencies had responsibility for designating wetlands in different areas.
The SCS was named the lead agency for determining wetlands on land being farmed, Ms. Doetzer said.
All four agencies are using the USDA’s Farm Bill manual and the 1987 Corps of Engineers manual, she said. Those regulations are more conservative in designating wetlands that the now-defunct 1991 wetlands standards, which ignited a firestorm of protest among farmers and landowners.
Her staff should be able to certify earlier wetlands designation in Virginia by sometime next year, she said, despite a 13 percent budget cut for fiscal year 1994-95.
Meanwhile, the burning questions for many Virginia farmers is whether or not their respective county USD A office will be closed under the reorganization bill signed Oct. 20.
“We know that they intend to close approximately 1,100 field offices and that we have some new agency names with different responsibilities and functions,” Ms. Doetzer said.
“But since it was just put out, the reality is it will take a few months” to determine how quickly offices will be closed and agencies consolidated, she explained.
