Rappahannock National Bank CEO Michael Leake and RNB’s consultant Mark Smith, from Greenway Engineering, presented the Planning Commission with their plan for the Rappahannock Commons Commercial Centre. This development will be located in a General Commercial Overlay District that was established in the County’s Comprehensive Plan to accommodate commercial needs that could not be served in the County’s villages, and it is the first application for rezoning in the overlay district, said County Zoning Administrator John McCarthy.

RNB plans to construct a new 6700 square foot facility as the center’s core business, and the parcel will house up to five other businesses when development is complete. Mr. Leake previewed various elevations of the proposed bank facility, but he will have to apply for approval of the bank’s site plan once final approval is granted by the Board of Supervisors for the rezoning. In that event, any other business desiring to build a facility in the center will also need to apply for approval.

Mr. Smith described elements of the proposed development, and noted that Mr. Leake “wanted it done in accordance with the Comprehensive Plan.” At the heart of the development proposal is a set of eight proffers-recorded conditions to which
