Now the differences between the House and Senate versions of the budget will be resolved in a Committee of Conference composed of three senior members each from the Senate and House.
Then it goes to Governor Warner for further fine-tuning. After the Governor makes his desired changes, the General Assembly returns to Richmond in April to vote up or down his changes. Creating the Commonwealth’s two-year budget is a long and complicated process.
