House Joint Resolution # 685 was passed during the 2001 legislative session of the General Assembly. It established a General Assembly joint (House and Senate) special subcommittee to analyze every dspect of the Commonwealth tax system, from the various types of taxes to how they are distributed between the state government and the localities.
