Born in Front Royal, Biggs received his Bachelor of Science degree in General Science from James Madison University in Harrisonburg, Virginia. He completed additional graduate work at James Madison University, University of Virginia and Virginia Commonwealth University in Richmond. Biggs is a certified emergency medical technician instructor and licensed private pilot.
Prior to joining the Aerospace Education Services Project of Oklahoma State University, which is under contract to NASA’s Office of Public Services, Biggs taught science and industrial arts at the junior and senior high school level.
Biggs now resides in Front Royal.
