Senator Miller said he would discuss the possiblility of a referendum next week with Delegate Guest. Working through the General Assembly, an advisory referendum would not be on the ballot in Rappahannock until November 1985, Senator Miller said.

County officials could get a reading in other informal manners as to what people want in regard to the zoning ordinance, Luke said. They could conduct their own poll separate from the general election, he said, adding “The logistics of it would be a nightmare.”

Luke also alluded to an “indirect” referendum, which could be taken during public hearings. “The Planning Commission could ask for a show of hands,” he said.
