3. To clarify and correct the provisions of the 1973 Zoning Ordinance by providing:
a. That places of religion and the uses thereof be permitted by right and be exempted from any provisions of the re-enacted ordinance.
b. That any property held in the name of the Rappahannock School Board and its uses be exempt from any provisions of the re-enacted Zoning Ordinance, the operation of the public schools being already regulated by the state constitution ami Code of Virginia and the school
