To the editor: * ~A recent Uttar discussed differ ences in approach to federal budget problems between President Reagan and Mr. Mondale. The topic here is foreign affairs generally and relations with the Soviet Union specifically.
Readers will recall that most Americans, certainly most Democrats and Republicans, agree on political ends, disagree mainly on means. This single fact largely explains the stability of American political life.
The United States and the USSR face each other in the international arena. They do not share common political aims: the goal of the Marxist-Leninist rulers of the Soviet Union, openly and consistently announced since the October Revolution of 1917, is to win the “world-wide victory of socialism”, i.e., to impose communist dictatorships over every country in the world.
The aims of the United States, shared by nearly all Americans, are to keep our political system, modifying it gradually as circumstances change and our people agree; and to let other nations govern themselves as they wish: doing what we can, reocgnizing national sovereignty, to encourage other countries to allow democratic freedoms, yet not feeling it proper to force others into our mold.
The goals of the US and the USSR are not the same: They are mutually exclusive. It does not matter that the average Russian is much like the average American: loves his children, enjoys sports, hates war, wants to be left alone to make the best of life. Many Americans who have lived in Germany or Japan, our deadly enemies of World War II, known that the same could and can be said of the average German or Japanese.
What matters is what the leadership of a country wants: Hitler led Germans in the steps that led to the war in Europe, with all its suffering and horrors. Tojo and his supporters led Japan down the road to Pearl Harbor and the Pacific War.
So long as the Communist Party of the Soviet Union holds to its goals and maintains total control over the Soviet state, it matters not what the average Russian thinks and wants.
