Raymond “Andy" Guest (R) to discuss the possibility of a referendum, but wouldn’t work toward getting a referendum unless a “sizable” number of Rappahannock residents want one. “It’s clear that people signing this (petition) are objecting (to the proposed zoning ordinance)?” he asked.
RPAC members said people signing the petition were in favor of continuing the 1978 Zoning ordinance with admendments. Eastham added that RPAC was “shooting for 1,600” signatures on the petition by mid-October.
Eastham told the senator RPAC was interested in an “advisory referendum” on the zoning issue, similar to one in place in Gloucester County, Virginia. An advisory referendum, if established, would put one question in
