For two months, the county carried and paid premiums on duplicate policies.

In an attempt to unravel the problem, the county hired the Industrial Insurance Management Corporation, a Richmond-based consulting firm. Allen Thorton handled the case.

Said Thorton: “If I had been your consultant on June 5, I would have recommended buying the policy through the VML."

“That’s what I’m suggesting,’’ said Supervisor Charles (Pete) Estes in making his motion to discontinue the county’s coverage with the Culpeper agency.

In addition, insurance officials will be asked to meet with selected county employees to discuss coverages and improve the policy in order to, in the words of board chairman Hubert Gilkey, “bring that thing up to snuff. ”

Thorton will also meet with county officials to investigate insuring government offices and other property owned by the county.
