Clarke avoids lawsuit
Clarke County was successful in its move to get out from under a suit brought by a former inmate at the Clarke County jail, but several other defendants, including a Winchester police officer, the state department of corrections and the Clarke sheriff and jail personnel, remain in the litigation.
Anna Bell Bowen has charged that her arm was seriously injured by Officer D. L. Nixon when he arrested her in Winchester June 30, 1984, and that her plea for medical attention went unmet by corrections officers at the Clarke jail, where she was incarcerated.
Under a regional program, women prisoners from Winchester, Frederick Shenandoah and Warren counties, as well as Clarke, are housed in Clarke County’s jail. Males and juveniles, segregated according to whether they have been convicted or are awaiting trial, are housed in jails in other counties.
Clarke County was listed as a defendant because it is responsible for management of the jail, as well as some funding. Most of the money to operate the jail comes from the state, through the Department of Corrections.
