The Washington Town Council last week passed the comprehensive plan and amendments to the zoning ordinance recommended to it by the town’s planning commission.
Following a four and one-half hour work session Tuesday night and a five hour council meeting on Wednesday, the council voted four to two to implement the plan and amendments, with some minor revisions suggested by council members and residents during the two marathon sessions.
The major change suggested in the state-mandated comprehensive plan, and implemented in the amended zoning ordinance, is the division of the town into four zoning classifications. Under the previous ordinance, adopted in 1970, the entire town was zoned residential, with four “by-right” uses: single and two family dwellings, churches, libraries and signs advertising businesses in the town.
All other property uses were either “grandfathered” as a non-conforming use (if they were a legal use which existed before 1970) or had been granted special-use permits by the council (if the use began between 1970 and this year). Twenty-two. specific uses were listed as permitted under the ordinance. All existing property uses, whether byright, non-conforming or special use permit, may continue and may be passed on with the property.
