Roanoke Civic Center, Terry said the departments agreed Friday to form the Commonwealth Alliance for Drug Rehabilitation and Education, or CADRE. Agencies involved include the attorney general’s office and the departments of education, social services and mental health and mental retardation, she said.
CADRE has two general objectives.
“One, we want to identify within the school setting those persons who are distributing, using and abusing drugs and provide ways to take appropriate action for them,” she said. “Two, we want to foster a climate which will deter other students from becoming involved with drugs.”
Terry said the organization will help provide training for school personnel so they can recognize signs of drug abuse. CADRE also will help devise a system to help locate the best treatment services for youths abusing alcohol or drugs, she said.
In an interview after her speech, Terry said CADRE may suggest legislation to help combat school drug use. Except for a proposal she announced last week, she declined to elaborate.
Under that proposal, she said, teachers would be required to report to their principals if they suspected students were using or distributing drugs. TTie principal would notify the parents of suspected users, she said. Police and parents would be contacted about suspected distributors.
“Let me assure you that if the proposed legislation is enacted, our office will be involved in training teachers to inform them of their safeguards and responsibilities under the law,” Terry told a packed auditorium.
