In addition to those uses per- | mitted “by right”, the ordinance also establishes a list of special permit uses for each zone. Such permits will be issued, according to the ordinance, “if it (Town Council) finds that the use . . . will not be hazardous or injurious to, or in conflict with, the predominant character of the neighborhood . . . will not adversely affect the health and safety of persons residing or working in the neighborhood . . . will not be detrimental to public welfare or injurious to property... will be in accord with the provisions of the ordinance and the plan of use and development embodied therein...”
