Council member William Wickens defended the rezoning process as opposed to the special use permit process as a method for controlling development. “With special use permits bad projects go through because if they meet all the requirements of the law it will go through. With rezoning everybody gets a day in court.”
The council did agree to slightly expand the mixed use district from the recommended areas submitted by the planning commission. The commission had recommended that the mixed use district stop at the Clopton house on Main Street. The council approved an extension down Main Street to the comer of Jett Street.
This extension was far short of a proposal submitted by letter to the council by Camille Harris, who operates a bed and breakfast in the Foster-Harris House on the south end of Main Street. She proposed that the mixed use area be extended from the Washington Cash Store to her house on both sides of Main Street, from the Episcopal Church to the Gay Street Inn on both sides of Gay Street, and on both sides of Middle Street from the stop sign at Main 1 Street to the Rt. 211 bypass.
