In recent years much attention has been focussed on the abysmally low level of voter registration and turnout in the United States, which is last in both categories among major Western democracies. Despite
the valiant efforts of the State Board of Elections and many local registrars, Virginia is even further behind, below the pitiful U.S. average in both registration and turnout.
The two constitutional amendments concerning voting that are on the November ballot deserve passage, because they offer moderate, reasonable, nonpartisan remedies to the serious problem of political nonparticipation in our society. These
