Planning Commission member Frank Reynolds admitted that “the ordinance restricts special use permits in residential areas more than non-residential, because council said (the way the old ordinance is written) we can’t defend residential areas. The very definite object of the (comprehensive) plan is the protection of residential areas. ”
Mayor,, Dean Morehouse explained that if a resident wishes to pursue a use not allowed within the zone where the property is located, they may submit an application for rezoning.
Council member Evelyn Willis questioned the process. “If a developer submits a ‘tasteful plan’ how hard is it (the rezoning process)?”
Mayor Morehouse replied that the applicant would present the plan to the planning commission for approval. The commission reviews the application and submits it and a recommendation to the town council. Mr. Morehouse stressed that the planning commission’s role is strictly advisory. “Even if they vote unanimously against it — it only takes four votes in council to pass the proposal.
