Lottery eyed for roads

RICHMOND — Rather than raise the state sales tax, gasoline tax and titling tax to fund a proposed $10 billion, 10-year highway construction program, a Virginia Beach legislator wants the General Assembly to consider a state lottery.

At a meeting Friday of the Assembly’s three money committees, Del. J.W. O’Brien Jr. (Virginia Beach-D) passed out copies of his proposed lottery legislation designed to finance Gov. Gerald L. Baliles’ proposed road construction program. The bill could be considered when the Assembly meets Sept. 15 in special session to consider the highway program.

O’Brien has tried and failed many times to persuade the Assembly to establish a state lottery.
