Although it wasn’t on the agenda, the location of a future county dog pound was the main bone of contention at Monday’s meeting of the Board of Supervisors.
Jackson District representative Ellis Bingham brought the matter up by asking when the Landfill Advisory Committee would next meet.
“Harold Artz,(the landfill operator) requested I bring it up,” he said. “The issue is that we still don’t have a building there.” Col. Bingham said that Mr. Artz has to run his truck motor constantly to have air conditioning in the summer and heat in the winter.
“We can’t spend the money until we get the tax bills out and start getting money in,” Stonewall Hawthorn District representative Robert Anderson said. He noted that parts of the building to be put there are being stored by Eldon Farm.
Four outside walls with wiring already built in were constructed two years ago by students from Piedmont Technical Education Center. That building is to contain the landfill operator’s office and the dog pound and has been in storage waiting for the time when the county could erect the building at the landfill site.
County Administrator John McCarthy said he could explore the possibility of temporarily renting a construction trailer for Mr. Artz’s office. “He needs a place to sit down, a desk and a place for files,” he said. “The building we are planning is bigger than that; it’s also a dog pound.”
“Have we definitely decided the kennel is going there?” Col. Bingham asked. He suggested that the Scrabble dumpster site with the old school would be a better place for a pound. “If we put the kennel there, we’ve got a building there, and he could do double duty and keep an eye on the dumpster.” He said that the Scrabble dumpster site was a mess and might otherwise have to be closed. “Why does Jackson District have to be the catch-all for the county?”
