Mr. McCarthy stressed that the county’s decision to build a kitchen at the jail was made last fall, after inquiries to local restaurants had produced no one willing to undertake the contract on a long-term basis. “I want to emphasize that when were were talking about building the addition we went to local food service providers and asked if they were interested in the jail contract.”
Among the restaurants contacted, he added, was the Village Cafe. Two of the restaurant's owners at that time, Ann Kolack and Arthur Neufeld, told him they were not interested.
And, the county administrator said, as recently as two months ago Mr. Frizzell “explicitly” told the Board of Supervisors, Sheriff John Henry Woodward and Mr. McCarthy that “he would be willing to keep supplying meals as long as the county worked toward building a kitchen.”
