Specifically, Town Council member William Wickens alleged that Mr. McCarthy knew, when he told the Town Council that the jail addition had become a necessity because no food service providers could be found, that both Mr. Godwin and Mr. Frizzell were willing to provide the meals. Mr. Wickens was one of two members of the Town Council who voted against the county’s plan for the jail addition.
However, when asked about Mr. W’ickens’ allegations on July 17, Mr. Godwin backed Mr. McCarthy’s version of the events preceeding the hearing.
“It was a matter of courtesy,” he said of the county administrator’s contact. “He asked me if Mr. Frizzell wouldn’t do it, would we be interested. I said yes.” Mr. Godwin added that Mr. McCarthy told him explicitly that, if Mr. Frizzell cancelled his contract, any new contract would be put out through an open bid.
