There was a time when waste management meant digging a hole to bury trash and garbage. In fact, prior to 1971, there were no regulations at all for disposing of solid wastes.
How things change. Increased environmental awareness has prompted the federal and state governments to establish stricter regulations for waste disposal.
The Environmental Protection Agency is expected to issue new rules for landfill location and design by the end of this year, according to the National Solid Waste Management Association (NSWMA). In Virginia, the landfill issue has moved to top of the agenda for local governments, all of which must comply with new state regulations for groundwater monitoring by 1991.
Full compliance with the new state regulations, adopted by the Virginia Waste Management Board in October of 1988, must be met by January 1992.
