On any public project there are two questions which should be parairaiunt for responsible public officials. First, do we need tfiis project; apd second, can we afford it?

At the Town Council meeting concerning the jail addition, County Administrator, John McCarthy acknowledged that the jail addition was not required because we need more space to house Rappahannock prisoners. Instead, as accurately reported in the Rappahannock News on July 20, he stated that “an addition to the jail is a necessity because no one is willing to continue supplying meals to the jail.”

This claim has now been unmasked. Bill Frizzell tells me that he not only wants to continue supplying meals to the prisoners, but needs to if his business is to go forward. David Godwin, operator of the Village Cafe, wrote an open letter to Mr. McCarthy and the county’s supervisors on July 25 stating that he is prepared to offer a contract for one year
