Tony Likins, Mr. Slaughter’s campaign manager, said on Monday that, after Mr. Smith’s direct mail flyer, the incumbent has no intention of participating in a debate. “We have no intention of putting Congressman Slaughter on stage with someone who is simply going to stand there and throw mud,” Mr. Likins said during an interview with the Culpeper Star-Exponent. “Smith has run a totally negative campaign for the past six months and we have no reason to believe that he will conduct himself appropriately during a public debate.”
