Old Rag, with its 7.2 mile circuit trail and rock scramble, is one of the most popular destinations in the park. On weekends and holidays, overcrowding results in hikers waiting in line to get through some parts of the rock scramble. Vegetation at the summit gets trampled. The small parking lot at the head of the ridge trail fills early, resulting in illegal parking along Route 600 and adverse impacts to landowners along that route.
The Madison County Board of Supervisors has requested that VDOT, the Virginia State Police and the Madison County Sheriffs Office implement and enforce parking restrictions along Route 600.
The permit system is an interim response to the problems, pending completion of a plan to provide a permanent parking area and/or a permanent system of use limits for Old Rag. The park is working on alternatives for a parking area and plans to prepare an Environmental Assessment on these alternatives during the 1996 fiscal year.
