awarded, the first step is to do a market study. In this case his company reviewed all sales since the last county assessment, including land, its size and location and whether in agriculture or forest.

The second step is to analyze all of the improved sales (homes). They look at size (square footage), number of stories, and whether the home is brick or frame.

The third step is analyzing the market and developing the rates. Mr Didawick made it clear that only the Rappahannock market data is looked at in developing the rates for this county. The appraisers work closely with the local Board of Assessors in determining the rates at which the property is assessed. There are per acre rates for the land (whether in agriculture or in forest) and rates per square foot for the dwelling.

The Board of Assessors is made up of five county residents who are also property owners. The Board is ultimately responsible for the final property values. Mr.Didawick said the Board has been working with them and reviewing their work since they began in the fall.

Once all the studying and analysis is done and the rates are established in conjunction with the Board of Assessors, the appraisers go out and visit all of the properties and reevaluate those properties with the new rates. They don't walk all of the vacant or mountain properties, but they do have digital photos.

The appraisers are in this fourth phase now' and nearing completion. When the homeowner is present,
