that Rappahannock teacher salaries remain further behind those of surrounding school systems. “We definitely need to address this as we enter the 2007-2008 budget year,” said Chappell, “We need to be able to attract and retain the best teachers for our students.” Chappell said that he anticipated $50,000 - $100,000 in new state funding for the upcoming year.
State funding resolution
Chappell presented the board with a proposed resolution seeking additional state funding. In fiscal year 2007, the Commonwealth of Virginia provided what was called, “The Cost of Competing Add-on Funding,” for school districts in Northern Virginia.
Chappell noted that this funding was given to surrounding county school systems including Warren and Clarke counties.
The additional funding, Chappell said, is to aid Northern Virginia public school systems to provide higher salaries, mostly due to the cost of living in Northern Virginia. “The cost of living in Rappahannock is very similar to that of surrounding counties,” said Chappell. “We feel it is unfair that we have not received any additional funding.”
Chappell said that he has spoken with Delegate Ibdd Gilbert and State Senator Mark Obenshain, and will attempt to attract Gov. Tim Kaine’s attention about the resolution that he will present to the General Assembly.
Public hearing for budget proposal
A rough draft of the school budget will be presented to the school board at next month’s meeting on February 13. The school board will then have the opportunity to deliberate the budget. The board typically votes to submit the proposal to the Rappahannock Count Board of Supervisors in March. Chappell said that a copy of the proposed budget will be available to the public on February 13, after 10:00 a.m., at the school board office. The formal public hearing on the school budget is set for March 20, at 7:30 p.m. in the high school auditorium.
