Study shows county taxes, sales ratios among lowest in Virginia In 1979, only one of Virginia’s 136 cities and counties had a lower true effective tax rate than Rappahannock, according to Real Estate Taxes and True Values in Virginia 1979 released last week by the Virginia Education Association’s research service. The VEA publication gives Cumberland County's 1979 effective tax rate as 17 cents followed by Rappahannock and Buchanan., both with 23 cents per $100.
